Can Claude tell the time in another time zone?

Not by itself. Claude has no clock, so it doesn't know the current time unless the app passes it in, and some apps only pass the date. Time zone math also trips on daylight saving: the US and Europe change clocks on different dates, so for a few weeks a year the gap between New York and London is 4 hours, not 5.
